How do you make sure the people are NOT prepared for a REAL DANGER? You do this by frightening them about it every day or so with false alarms for many years so that they get hardened to the danger.
Remember the story of the Boy Who Cried Wolf? When the shepherd boy yelled “WOLF!” – the whole town came running to help. But, when there was no wolf (i.e., false alarm over and over again for many days) it hardened the townspeople until one day a real wolf showed up and no one was there to save the sheep.
It is a lack of leadership to tell people every day for years and years how we are all imminently going to experience “the most tumultuous period in human history”.
By now no one believes it any more. A good leader will recognize this phenomenon and remedy it by implementing new measures of town danger-preparedness before it’s too late.
